[advocacy-discuss] Capital Region

Just to be clear - I wasn't suggesting the group name change, just that
the web page be updated so that someone finding it can figure out where
it is.    Simply editing the page to say "U.S. National Capital Area"
instead of "National Capital Area" would be the simplest solution.
