Most of those recruiters should be flatly rejected. Over 90% of them are
working to fill orders from an upstream client ( with flat fee model or 15%
billable plus up front security deposits etc) and neither the recruiter nor
the client HR people have a clue what they are talking about, most of the
time.  I know the head hunting business both backwards and forwards and
have, quite literally, seen every trick in the book by now.

Quite frankly, the strict answer is no.

A better answer is to forward the email on to someone that can be trusted
who will interview them to see if they are just a waste of time and a source
of spam.
