  Last year's was a bit special, because approval of the constitution
  required an affirmative majority (50% + 1 of all Core Contributors
  voting "yes").  For a regular meeting of the members (an OGB
  election), 1/3 of the Core Contributors ("Members of record") are
  required for quorum.
