I think you're right.  A note on Advocacy sounds good.  Do you think it

I believe it was intended to fill both needs.  That's a good question, I 
have no idea what CG manages the list officially.  It all started from a 
post from Stephen Hahn on the OGB list.

Thinking about this and looking at the old thread we also should 
encourage projects to post things to this list if the they need 
volunteers to work on something in particular.
