I wasn't referring specifically to User Groups there, but to conversations
I had with some of the people who prepared the lists for other communities.

User Groups were only 1/3rd of the voters, while we had problems getting to
the 50% + 1 turnout, so clearly there were voters from a lot of other
communities that didn't show up either.
