I agree. The winning entry needs to garner no less than a to-be- 
determined percentage of votes. If no entries reach that percentage,  
new submissions and updated previous submissions should be allowed  
for a period of time before a new poll is taken.

Also, if the winning percentage is structured so that more than one  
entry could reach it, a run-off contest comprising of those entries  
should be had.

There are also other rules which should at least be considered, such  
as submissions be licensed only under the CDDL or Creative Commons BY- 
SA would be accepted; submissions should be made in certain "useful"  
file formats such as PS, EPS, PDF, SVG, etc) and any other rules  
along those lines.
