I would defer to the local organizers. If the area is large, but  
there is good transportation ... or the bulk of the OpenSolaris  
interested parties are co-located, or some other special circumstance  
holds ... perhaps it makes sense to have a regional group.

Perhaps if there's a standing Regional OSUG they can then do  
roadshows, rotate meetings, etc to increase interest in outlying  
areas ... which could then have their own OSUG (either directly or as  
subgroups of the regional one).

I must confess to having no idea what the circumstances are in West  
Bengal. Back when Sun User Groups were a fairly common thing, they  
were often country level (e.g. there was a US SUG, a UK SUG and a  
German SUG that I personally spoke to at one time or another ;>). Of  
course, there were local meetings, but there was a "regional"  
organization (hosted shows, publications, provided some support for  
chapters, etc.).

These days of disintermediated communication I'm not suggesting that  
such a structure is necessary; but if some areas would like to  
organize that way, I see no reason that we shouldn't accommodate them.
