I'm cool with what Steve and Keith suggested. We need to be flexible 
enough to enable groups to form based on the circumstances in a given 
location. We already have groups that meet each month regularly and also 
talk on a list between meetings, and we have groups that meet regularly 
but don't use their list that much. And still other groups don't really 
meet that much but use their list more. My only concern about this 
question is if the meta group overlaps other groups. Then I think the 
groups can and should consider getting together and merging or at least 
meeting up face to face.
