Ok, I updated the UG creation process to basically point to and reflect 
the new OGB policy: http://opensolaris.org/os/community/os_user_groups/

So, /new/ user group proposals go through the project creation process 
just as any other project on the site, and /existing/ user groups can 
migrate to become projects (since that was part of the merger proposal 
approved by the OGB). Since we have 50 or so existing UGs, we should 
probably take them in alphabetical order. Cool with that?
