tools-discuss is in the process of deciding what to replace it with, but
no one is stepping up to spend the time looking at options and evaluating
them.    Right now, bugzilla 3.0 is winning by default, since no one has
evaluated anything else.

Look for the threads about "DTS" or "Defect Tracking System" in which the
requirements for a replacement were enumerated.
