This has become somewhat formality at this point. I view the proposals 
as just a simple method for people to ping the list with the proper 
information I need to set up the project/list on the site. It saves me a 
bunch of back and forth mail. And I view the voting as just a simple 
procedure we have in place to address potential conflicts (which we 
rarely have now).
