The BR portal is a project, not a community, so it can't sponsor other 
projects. I don't think advocacy is the right place for documentation 
geared projects, such as the one you are proposing (please, correct me 
if I'm wrong). The documentation community seems the right place, you 
could also get sponsorship from l10n and i18n if you plan on localizing 
it later.

I have two (exclusive) suggestions:

a. your proposal has quite a lot of focus on the localized (to Brazil) 
aspect of the project. If that's where you'd like to focus, we can do 
this without an extra project and use the portal and an existing (or a 
new) user group.

or

b. modify your proposal so it will develop content primarily in English 
and bring it to the documentation community. We can work at the BR 
portal level later on to localize/translate it to Pt-BR.

What do you think ?
