Who has made that claim? Perhaps something like "as much as possible", sure -
but I don't remember anyone ever saying everything will be Open Source. After
all, if Sun had committed to everything, then we wouldn't have the Emanicipation
project being done only by community members.
(Please avoid the "OSS" acronym as it's overloaded, and could refer to either
"Open Source Software" or "Open Sound System.")

A computer installed with only ON is useless, so I have a hard time believing
it's the entire "base OS".
