Do you know how the numbers for the web access have been counted?
Do you e.g. count *.com as US sites?

I would expect the ratio between USA and Germany only half the number as it
on your metric. If the numbers are correct, I see a problem with missing 
acceptance for opensolaris.org outside the USA that should be checked.
