hi, Laurent ... Alan updated the doc. I think the new infrastructure 
will help us get on the same page with regard to the language/country 
portals. The current portals are basically projects to get us started 
building communities of people to translate and create language- and 
country-specific content. The current web app isn't really suited for 
localization, but the new infrastructure will be, and then we can 
implement the portals properly and migrate the content that has been 
translated thus far.
