Try 'gnome-control-center' from the command line-- is that more what  
you had in mind?

This approach has sufficient usability problems that it hasn't been  
deemed suitable to be the 'default' preferences GUI, yet, although  
it's still being worked on.  (Of course, Visual Panels will join the  
mix at some point, and as yet it's not at all clear to me how to  
integrate the two in a pleasant fashion.)
