Looks like a good document Jim - I'd definitely reiterate point 12 on 
Leadership:

A user group _really_ needs to have more than one person doing the 
organising - I feel ie-osug has  withered a bit from ppl expecting 
someone else to always sort out the monthly meetings.   I'm sure we'll 
be able to resurrect it at some point again given some enthusiasm.

I think bjosug and frosug have the right idea here - a rotating 
leadership is definitely worthwhile.
