[advocacy-discuss] OSUG Proposal: Tokyo OpenSolaris User Group

Hi Jim,

apologies for my ignorance, but I do not understand why a +1 vote is 
needed for someone to establish a user group. In my previous job when I 
worked heavily with Java User Groups there was no process for 
establishing UGs, anyone could start one. Thus, many JUGs have been 
formed all around the world. So I am wondering why an approval process 
is needed in OpenSolaris.
