Of course. I'm on all 109 UG lists! :)

Yah, I know. Good catch. I don't really like that but we settled on it
because we have three groups: User Groups, Communities, and Projects.
Projects are easy to define, but Communities and User Groups get a bit
more difficult. I preferred the term Special Interest Group or SIG
instead of Community, but that's what we came out with. So, in that
context, geo-based groups really do define user groups in most cases.
It's not perfect, but there you have it.
I think I could make an argument for this being a user group, but we
have another tool to solve the problem as well. You could skip the UG
angle and just propose a new Community: "OpenSolaris Community Lending
Group". Or, another option, which would be much faster, is to just
propose a Project sponsored by the Advocacy Community. Advocacy sponsors
a few projects (as well as all the OSUGs) and we can certainly do more.

Not at all. I'd buy that.
But, talking this out as we are, I think under our /current/ system
you'd be a Project sponsored by Advocacy and under the /new/ system (if
approved) you'd be a Community. This is easy to solve.

Perfect. Go for it.

Not really. There are thousands up there! Enjoy the search ... :)
