I see two properties here:

Who is merging into who? In other words, whose OSUG space and mailing 
list do you want deleted? Also, do all the leaders and list admins 
agree? Do the list participants in both groups have an opinion?

In general, I like the idea of merging groups since we have a large 
number of OSUGs that are not active, and that can be an infrastructure 
problem when we have unmaintained project spaces and mailing lists.
