Not, really. I generally give it a few weeks after I ping the leaders 
involved. The ug-muosug list was never used (except for 3 mails from 
me), only 5 people are subscribed (including me), and there is only one 
page on the site. So, there's not much to move, per say. I have Rohan 
listed as lead of the university group, so if he agrees and there is no 
objection from the list, then the decision about the university group 
seems like it's done. I can delete the group and list as part of this 
process.

However, let's give Ananth some time to respond regarding the Mumbai 
OSUG since he's the only one listed as lead. I can't take control of the 
group and list and insert new leaders unless it's clearly abandoned and 
I can document that. In most cases it's obvious or the leader responds 
to me and I make the move (I've done this many times, actually). But 
I've been handling these on a case-by-case basis, so I suppose we should 
probably document it since Advocacy sponsors a lot of OSUGs now and 
we'll have many groups that may need leadership changes (since we added 
so many groups this year we have also increased the number of inactive 
groups substantially). Note that our website policies state that if a 
list is not used for 3 months it can be removed:

How about we set July 20th as the deadline for this? That's also the 
deadline for the beginning of the website collective moratorium so the 
timing is convenient.
