That's like complaining that it's no good to have the OS code open source
since only certain Sun employees can actually do putbacks or build the
official build packages/images.   Like developers working on the OS,
community members can setup their own test installations, make changes,
test them there and contribute them back - I've done that to contribute
to other web applications where I can't login to the server running the
app the world sees, but I can admin my own test instance on a Linux box
at home.
