[advocacy-discuss] development projects and bug categories

I'd like to suggest adding the following item to the project proposal 
format, aiming at development projects proposals:

- will the project require a bug category ?
- if yes to above, specify a name and under which defect category it 
should be created.

Simple enough, but it would remove the need for emails to tools-discuss 
requesting one and promote the use of defect.os.org.
