I'm not sure either. I suspect the Distribution Community Group would be
a more natural sponsor, but I've never been a fan of the current setup that
tries to neatly pigeon-hole everything.

(Certainly as I understand it, you're not *just* a distribution.)

The primary reason for creating projects etc is to give them access to
resources.
In your case I suggest a project, which gives you a presence and a page you
can use to hold links off to your own content.
