Effectively Eric and myself.  The questions we need to answer are

	Can we publish it?

	Do we have the resources to do the work?
	We are extremely resource constrained - Eric and I are
	doing this in addition to our day jobs, so we need to
	make sure we aren't overwhelmed.

	How hard is it?
	Given the complexity of the requested case and the
	limited resources available to us, we ask ourselves
	whether this is something that we can do easily, or
	does it require help from someone else?

	How much demand is there for it?
	We see this as a "pull model" where we react to a
	community request.  At this point, a request (preferably
	with a second) is sufficient to get our attention :-)


In this specific iSCSI case, the project proposal says

	"this project will not be part of OpenSolaris and
	remain a closed source project."

Until we can get someone from the iSCSI team to relax this
positioning, we can't publish the case materials.

For historical cases, "Eventually" is the sum of "do the easy stuff
like opinions" + "do the hard stuff of cleaning up supporting materials".
I/we have little control on getting the latter done, as it will take
developer resources to actually do the work.

We are working on the process for new cases such that all their
materials will be public and published from day 1. Some of this
is "internal expectation setting and management", the rest is
logistical.

As soon as the opensolaris web site supports "non-interactive" page
content generation (i.e., links to a SCM repository of web pages...),
we will be able to start putting new ARC cases and their materials out
there.  Until then, we don't have the resources to *manually* replicate
all the case materials.
