For fast-tracks, the only way I know of is to subscribe to the
opensolaris-arc list and monitor it for cases of interest. That's more
or less what internal folks needed to do before OpenSolaris.
Most fast-tracks don't generate more than a few messages[1]. For the
ones that do, well, I use a mail reader that makes it easy to mark
discussions uninteresting based on the subject line (hint: key off the
case number).
For full cases, there is an internal meeting agenda that is published
that includes the case numbers and names. For parity reasons, this
information clearly needs to be made available externally, too. But I
don't know what the plans are.
Maybe someone on the arc-discuss list (cc'd) knows?

[1] at least two: one to announce the fast-track, and one to announce
its approval. And it's not unusual to have a couple more for questions
and answers.
