My opinion (and how I have been using the aliases):

opensolaris-arc@   Review and discussion of specific ARC cases (like 
PSARC 2006/569)
                               Similar to "PSARC at sun.com".

arc-discuss@          Discussions about the ARC infrastructure, process, 
mechanisms etc
                               Similar to "ARC Staff"


Alternatively, (see earlier mail) we could define the ARC community to 
be the review
body and invent something else (a Project?) to house the 
staff/maintenance effort.
