[arc-discuss] PSARC 2006/510

The case for PSARC 2006/510 was initiated externally (by me), and I
cannot see any reason why it really needs to remain closed.  I believe
the e-mail for it was posted externally (certainly the initial materials
were authored by me, outside of Sun), so I'd like to see it made open.

This is also significant because it represents an important step -- that
external developers can initiate a PSARC case, which can be approved by
PSARC without a lot of bikeshedding. :-)
