The default for cases submitted by way of "sac_nextcase" (the normal
interface for creating fast-tracks) is already "open," and non-open
cases require a rationale.
I think the main remaining problem in this area is that the 1-pager
template itself "defaults" to closed and doesn't have any discussion
of the open/closed exposure issues. This needs to be updated.
