The template used inside of Sun indeed defaults to "closed",
for the simple reason that it is used by more than ON/OpenSolaris-bound
projects.
The Sun-Internal template already contains an extensive discussion about
open-vs-closed:
* Unless this project is part of an open source effort
(OpenSolaris, NetBeans...), it is presumed to contain
Sun Proprietary information (marketing analysis, biz
projections...) and so is considered to be
Sun Proprietary/Confidential:
Internal Use Only: Engineering Need-to-Know
If this default is not appropriate (for example, because
your project involves cooperation with an OpenSource
development effort), ensure that nothing confidential
is included in the document, delete the Sun Proprietary
notice and be sure to update the year in the copyright:
Copyright YYYY Sun Microsystems
Note that "open" projects are exposed outside of Sun.
I updated the 1-pager template on the OS.o ARC Community page to
reflect this open-as-a-default:
