There was discussion in LSARC/2007/316 about the ImageMagick program names
being rather generic, but there was no objection or cause for de-railing.
Unfortunately, that case appears to have been published to the community,
but not discussed on a community-visible mailing list.

Your objections actually seem to be that the ARC is oriented to reality and
feasibility - it's unfeasible for the ARC to be expected to find every
possible name conflict with every program written by someone in the world and
used by a handful of people, and the reality is, ImageMagick is far more
widely used than your compare program.    There is no world-wide registry of
open source command names we can force projects to check against to be sure
they're not using one that already exists.
