I see that entry as:
Request  	08/10/06 	2005/372 - FastTrack Ontario Platform Channel Protocol 	Deferred-R 	 --

(i.e., it has not been published due to resource issues - the project team hasn't
"cleaned up" the case materials)

This looks like a bug - the mirroring software ran successfully last night;
I'll look into why the "top page" isn't there.

Meanwhile, you can navigate using the links on the left navbar
or directly type in the URL for the year desired, for example:

http://www.opensolaris.org/os/community/arc/caselog/2007/
