Who are "we?"  Your message is addressed to arc-discuss, but it's
really not the ARC's role to determine what a given consolidation will
accept or not accept.

Instead, it's up to the leadership of that consolidation to set the
rules.

I think I mostly agree with this, though there are obvious corner
cases (such as closed ARC cases that mostly go to usr/closed but have
one or two tiny changes over in usr/src).  However, I think it's
something to take up with the Nevada community and the ON C-team.

I also think that our internal tools should now default to "open,"
because most of the closed ones coming over the transom seem to be
simple mistakes.  (And this is exactly the thing I was worried about
when the transition plan was first launched ...)
