In practice, that's what happens.  During the meeting, someone will say, 
I'd like to review this case but haven't yet, please let the timer run. 
That's reasonable, and in the spirit of the current process.  On some 
occasions, someone will need more than the 7 days required, in which 
case, I'd expect the timer to be extended and that person to provide that 
reasonable date when they can provide comments.  This also frequently 
happens.
