[arc-discuss] ARC CG Project Proposal: Define the relationship between ARC and OS.o...

Roy and others have raised the issue that there is no formal relationship
between the ARC community and other CGs within the OS.o umbrella, even
though a large body of development process assumptions and expectations
can be found on OS.o from before the constitution was written/ratified.

I'd like to form an ARC Community Project that would be chartered to
develop a formal proposal, first for the ARC community to discuss and
adopt, and then for the OGB and/or the OS.o community at large.  That
proposal would set forth the specifics of what that relationship should
be and how it is intended to operate.

In order to formally propose such a project, the ARC Community needs
to first have a "consensus vote" on sponsoring such an effort.  This
email is a call to begin the discussion that leads to such a vote.

Scope of work (Preliminary)

	Some of the things that I expect this project will need to
	contemplate, address and/or define are:

	    1) For context and understanding:

		1A) How does the Sun ARC system operate today?
		1B) What was the ARC/dev process that was developed
		    as part of the OS.o community launch?
		1C) What other development processes are in use in
		    the community?
		1D) What roles exist in the OS.o community?
		    How do they relate to the development and ARC
		    processes?
		1E) What workflows exist in the OS.o community today?
	            How do they relate to the development and ARC
		    processes?

	    2) Who should "do" ARC?  When and how long?

	    3) Who/what should "be" ARCd?  When and how often?

	    4) Who consumes the output of the ARC process?
	       What are those artifacts?

	    5) Not all CGs/Projects have the same needs.  What
	       interactions are expected or desired between the
	       Consolidation CGs,  the "other" CGs, Projects,
	       the various Distros, the Architecture Community
	       and this thing we call the "ARC"?

	    6) What do the terms "do", "be" and "ARC" mean as used above?
