The zone was set up well after the mirror script was running between
sac and os.o,; it was a reaction to the fact that the navbar "feature"
in os.o wasn't being addressed in a timely manner.

It turned out that the arc zone wasn't really usable without
extraordinary gyrations, what with the assumptions built into it
(stuck on snv_45, no 'net access for provisioning, no support, not
admin/develop-able by non-Sun employees, ...)
