smf-audit: auditd(1M) Configuration in SMF prototype

Prototype of:
 - auditd.xml manifest
 - auditd(1M) - configuration in SMF, configures kernel audit as well
 - libbsm(3LIB) - removal of audit_control, rewrote getac*()

TODO:
 - auditconv(1M)
 - auditconfig(1M) changes
 - audit(1M) changes (note audit(1m) is not compilable now due to removal of
   private _getac*() functions)
