Done (Sort of) No check box, but makes them confirm the rules by legal 
standards (i.e. they cant' say they didn't see it).

No. ;) I can explain why in more detail on the next call.


Other changes:

- Broke out the Awards and Grant pages.
- Removed 'extra' email on submission forms.
- Cleaned up 'comment's, made error pages with red links.
- Fixed minor issues on help wanted.

- Minimized the county list to show only the countries that are eligible 
(please double check!).

Also, it should say South Korea I believe and not just Korea - this is 
in the rules page as well)

- Moved the SCA verification to be after the entry form.

- Added a second email that is sent to Sun for each entry (not just upload)
