Thanks for the hint.  Using prctl showed the "privileged" value for max-file-size was 4GB for non-root shells.  

I was able to workaround the problem by commenting out the references to pam_limits.so in the /etc/pam.d/* files in the CentOS/lx zone.  (Modifying /etc/security/limits.conf to increase fsize did not seem to change the 4GB limit)
I also had to turn off UsePrivilegeSeparation in the opensshd configuration.

Maybe this is a bug in CentOS.

Thanks for the info; I would have never guessed at a workaround without the insight.
