[brussels-dev] Design doc updated

I've updated the design doc at

to reflect the following inception review comments:

 - kb-01, kb-03 (Section 2.1), kb-98 (Section 3.2.3) 
 - ged-01 (Section 5.2), GEd-04 (Section 3.2.1)
 - Example of private property. (Appendix B)
 - Private props start with _ char. driver.conf comments.
