  I think one way to help the current stuckee(s) would be to share your
  specific questions about these five points, so that they could
  determine whether it is the terms describing entities, the
  relationships between them, or some other aspects that are giving you
  pause.

  I personally disagree with the dependent text you propose, because I
  think the charter must make sense independent of the OGB-developed
  governance, and I would hope that the repository the OGB uses to host
  the collection of organizing documents can provide the navigational
  elements you are seeking.
