I would suggest capitalizing Member, Constitution, etc. I think a
link to the draft Constitution on genunix.org is needed, at least as a
footnote. Probably also an excuse about the bootstrap nature of this
election.

I think the ordering here is backwards: any Participant can be
nominated, but must be nominated by a Member.

I think we need to pick a specific number of seats, unless we're
proposing something new. Seven was the result of discussions that led
to the current draft.
