  That's what the draft Constitution says; the OGB elections are

  The question of "core contributor or contributor has vote" has been
  discussed in this forum, through the series of draft constitutions,
  over the past year.  As I understand it, Draft 03 represents the
  current governance working group's and the Initial OGB's position 
  accurately.
