I think we need a two step process here.

First we get the nominations, which could be automated via some
process.  e.g. member logs in to a web server and submits a list of open
solaris logins they are nominating.  I don't think we have a limitation
on the number nominations that one can make, so the only enforcement is
to ensure that the nominator is a Member.

After that, the candidates should be polled as to whether they accept or
decline the nomination.  (Perhaps this can be assumed in
self-nomination, but I'm not sure.  Someone may want to withdraw from
the race at some point, and that should be permitted.)

Once the nominating process is final, candidates should be allowed to
send a single candidacy to the -announce list, but that step should also
be optional.
