But those tools are useful for developers and we've definitely not been
including developer tools on the Live CD. We could do this but we're
talking potentially about a lot here from the compilers, lexers, etc.

These really don't seem as useful in the world of DTrace so including
them seems superfluous.

For the Live CD though? Sure, we should keep it in the repository but
do other Live CD-based operating systems support UUCP when booted
live?

I could see too although I'm not sure how applicable it really is
either in live mode or the first reboot after install.

Yes.

Although I don't see it useful in the live context, I do see this being
useful in the newly installed image although to be honest, there will
be only a few services installed (although at least two of them, SSH
and Sendmail, do support TCP Wrappers).

Given these provide the standards-compliant versions of already
existing commands, it's unclear to me the value of including this on
the CD. These seem more at home in the repository.
