There is an installer on the Live CD  that will enable users to install 
to a chosen target (disk at this time).  Whatever is not on the CD will 
not be on the target.   One could argue that  a user could simply pull 
these down from the repository at some point in the future.  But since 
it's core part of auditing and it's small, it would make sense to 
include it.
