SVr4 packages do not correctly handle conflicts between packages,
hence all the auditing in ON builds and RE.  Do you expect IPS
to manage this situation?  What about tarballs that conflict
w/ the packages already on the system?

I'm pretty hesitant to promise much in this space beyond
the ability to place tarballs or SVr4 packages into areas that are
not also populated w/ IPS packages.
