I have updated the webrev at

with a few extra changes and have a clean build as non-root user.

The amanda issue is kind of a non-issue with respect to the non-root work
as the files mentioned are not actually put in the package for amanda.

The reason for the chmods is that, without them, the files will not install.  A 
directory with 555 permissions cannot be written to and files with 444 permissions
cannot be overwritten except by root.  My changes get around that problem.
In any case, I think these amanda and teTeX details are better fixed in future fixes 
to clean up issues found by protocmp.
