Right.  Considering the GNU Coding Standards' section on `Variables for
Installation Directories'

there are two similar cases:

* sharedstatedir should be /var/gnu/com (or /var/gnu, I don't really
  know).  /usr/gnu/com may not be writable, e.g. in sparse-root zones or on
  diskless clients.

* localstatedir should be /var/gnu.
