[companion-discuss] Code Review Request: Update of SFWcups (cups) Package

I have updated the webrev to account for the new release of cups - 
version 1.3.0.  A few new changes have been added where files are 
renamed, added, or deleted.

This builds fine in NV 69 now.

I can provide test SFWcups packages for anyone who wants them.  When 
installed, the packages appear to produce a working cups system.
